BACKGROUND:
The Pic de Fon Classified Forest, located in Forested Guinea, lies at the heart of a conservation initiative supported by the 2024–2029 Management Plan. This plan aims to reconcile biodiversity conservation, community development, and ongoing industrial dynamics in the area, with the technical support of the BirdLife International – Guinée Écologie consortium.
Within this framework, a series of technical services will be contracted through individual consultants, consulting firms, or specialized NGOs. This Call for Expressions of Interest (EOI) seeks to pre-qualify entities interested in competing for one or more of these assignments.
PURPOSE OF THE EXPRESSION OF INTEREST (EOI):
This EOI seeks to identify interested, qualified, and available actors to contribute to six (6) priority assignments (consultancies or sub-grants), as described in the Terms of Reference (ToRs) below.
Applicants may respond to one or several assignments and are encouraged to suggest improvements or adaptations to the ToRs. They may also indicate their willingness to work within a consortium or partnership, either as a lead entity or as a technical support provider.

- Consultancy: Monitoring of Large Mammals
- Sub-grant: Habitat Monitoring and Ecological Restoration
- Sub-grant: Research on Key Taxonomic Groups
- Sub-grant: Participatory Demarcation of the Forest Perimeter
- Sub-grant: Socioeconomic Acceleration Plan (Villages)
The ToRs are available online in PDF format. They remain subject to revision between the EOI phase and the final proposal submission.
ELIGIBILITY:
The following are invited to submit an EOI:
- Local or international NGOs
- Consulting firms or research organizations
- Individual consultants with relevant experience
REQUIRED SUBMISSION PACKAGE:
Only submissions using the provided template will be considered - the Word version of the template can be downloaded here.
Each entity must submit:
1. A presentation sheet (organization or individual consultant)
2. A declaration and engagement preferences form (including interest by assignment, consortium option, etc.)
3. Comments on the ToRs (technical suggestions or proposed adaptations)
4. A simplified technical and financial proposal (maximum 5 pages) per targeted assignment
The submission must be written in French. The individual or organizational capacity to deliver services in French is essential.
SUBMISSION DETAILS AND DEADLINES:
Any questions or requests for clarification must be submitted by email before in advance of the application deadline, to Jean-Baptiste Deffontaines, consultant for BirdLife International on this project, at: jean-baptiste.deffontaines@birdlife.org. Based on the questions and suggestions received, a written note and/or a clarification session may be organized before 15 June 2025.
Only shortlisted applicants will be contacted for the next phase of the process, within 30 days of the EOI deadline. This will be followed by the competitive or collaborative development of the final proposals, depending on the expressions of interest received, with a view to signing contracts no later than August 2025.
